Two documents for the August 12th meeting have been sent to the e-mail addresses of the committee members and their alternates. Please see the accompanying e-mail message (dated August 10) for more detailed information. All committee members are encouraged to review both documents in advance of the meeting: 1) A draft of recommendations made as of the conclusion of the July 15 meeting and 2) a draft of a "ballot" for completing votes on key remaining issues identified.
The July 15th meeting "facilitation draft" has been sent to the e-mail addresses of the committee members and their alternates. You may also access it through the link at the beginning of this paragraph. See the blue text in that draft for substantially new material. In particular, please review the blue text on document page 5 (PDF page 6) for language describing the key decisions made at the last meeting and the text on document page 6 "Recommended July 15 Discussion Topics" for anticipated topic areas.

In particular, the section on IPR Authority & Structure has been substantially revised to reflect our best understanding of the June 10 discussion.

You may also access it through the link at the beginning of this paragraph. We anticipate using the content of that draft as a basis for discussion at the June 10th meeting. Please note, as indicated in the document as well, we have not verify the underlying points in the suggestions made. As such, it is possible that some suggestions have already been implemented or are based on assumptions that may not currently be accurate.
Core Committee Documents
Committee purpose. The committee was established by City ordinance (available at this link) with this design and purpose (emphasis has been added): "A stakeholder committee consisting of one member each from the Albina Ministerial Alliance, the IPR Citizen Review Committee, Oregon Action, the Portland Police Bureau, the Human Rights Commission, the Office of Independent Police Review, the National Alliance on Mental Illness, the National Lawyers Guild, the League of Women Voters, ACLU of Oregon, Copwatch, the Office of the Commissioner in Charge of Police, one representative from the Latino Network Center for Intercultural Organizing and one Native American representative, the City Attorney’s Office, and a representative of each Council member’s office shall convene to recommend additional improvements to the City’s oversight of the Portland Police Bureau. Grant Commissioner Leonard the administrative authority to make sure that the community is well represented as a whole, including sexual minorities. The recommendations, including any proposed code amendments, shall be presented to the City Council within 90 days of the effective date of this ordinance."
